Property Tax Management

Proposed Value Detail

ELLIOTT-WELLMAN, LLP reviews and analyzes the proposed value(s) and determines if an appeal is warranted. Our staff will consult with the appropriate client personnel when substantial differences of proposed values and rendered values exist.

  • Discount and Inventory adjusted assessments will be pursued and value reductions will be obtained based upon not only the actual lot and improvement costs but also comparative costs on improved parcels.
  • Acreage account values will be aggressively reviewed, appealed and assessment reductions negotiated based upon the comparative sales, and uniform and equal analysis.
  • Commercial property accounts, (Multi-family, Office, Industrial, Retail, etc.) will be reviewed, appealed as warranted, and assessment reductions aggressively negotiated based upon Income Analysis, comparative sales, and uniform and equal analysis.
  • Each personal property account will be reviewed, timely personal property renditions will be filed using the most current and cost-effective depreciation figures available, and the where appropriate, zero renditions will be filed to delete assessments no longer owned terminating further taxes.

Our clients will be kept apprised of the status of appeals and the impact of our negotiations upon completion via our Client Portal and/or monthly hearing reports. If it is determined litigation is necessary, ELLIOTT-WELLMAN, LLP will make our information available to legal counsel throughout this process.

Records Management and Reports

ELLIOTT-WELLMAN, LLP initiates the set-up process by transfer of data from the client’s software, electronically or manually directly into our system. Our database encompasses all pertinent information necessary to effectively identify and monitor all areas of property tax matters. Each property in our system has identifying fields to denote if the property has been rendered, exemption status, appealed, if information is needed, tax approval status, or if litigation is pending.

Our client specific individualized system provides management reports to tax administrators, managers and tax clerks. The following are reports available:

  • Tax Statement Status Report
  • Tax Analysis Report (Year-end)

Tax Statement Payment

Through the Elliott-Wellman software system, "PROPERTY TAX (PTAX)", tax bills, payments and posting are processed in error-free automation - with complete accountability and without confusion. There are 8 key steps in the ad valorem tax payment process:

  • Verification of Data
  • Tax Bill Prganization
  • Creation of "Batch" Files
  • Validation of Information
  • Client Approvals
  • Classification of Properties
  • Detail Reports of Tax Payments
  • Receipt Handling

The Tax Transmittals approval format will be sorted as requested. The report will be sent electronically via e-mail and can be distributed to each company if requested. The approval format is extremely flexible and is designed to provide notification to all interested parties. Individual “approvals” can be sent with a full report furnished to one e-mail address. The approval reports, tax transmittals and tax statements will be furnished and delivered at a date prior to payment as determined by the client.

We understand that the tax payment process must positively be "error-free", and the "PROPERTY TAX (PTAX)" system validates each step of the process, and contains built-in safeguards.Where possible, we receive electronically transferred information from tax collectors eliminating the opportunity for manual error.
